This report documents the efforts of the Palestinian Centre for Human Rights (PCHR) to obtain reparations from the Compensation Office of the Israeli Ministry of Defense on behalf of Palestinian victims of the 2009 war known as Operation ‘Cast Lead’. Failure to respond in the overwhelming majority of cases lead to the subsequent filing of 100 tort claims before civil courts but the imposition of court fees amounting to c€2.500 per claimant, and the time limit of 120 days for payment (after which the right to reparation is lost), posed insurmountable barriers to almost all claimants.
