On the night of 14th December 2015, a curfew was declared in the town of  Cizre, the legal basis for which was Article 11 of the Provincial Administration Law 5442. Following the events in Southeast Turkey, a committee was established, composed of members and directors of the Human Rights Investigation Committee, Human Rights Association (HRA), Human Rights Foundation of Turkey (HRFT), Trade Union of Public Employees in Health and Social Services (SES), Diyarbakir Bar Association and the Agenda of Child Association (Gündem Çocuk Dernegi). The purpose of this committee is to report human rights violations, to conduct needs assessments and to carry out a preliminary study that could providence the basis  for long there term studies.  

The report consists of interviews and investigations carried out during the curfews in different neighborhoods, such as Yafes, Sur, Cudi and Huh between 6th and 8th March 2016. The report is relevant to the subject of reparations in the context of the conflicts in Southeast Turkey, as it provides not only the factual circumstances, but also analyzes human rights violations, the establishment of which is the basis for seeking legal remedies.
